The MIMU 3W: Who is doing What, Where
The “Who does What, Where” database, or 3W, is vital for efficient coordination. It maintains updated information on WHO (which organizations) are doing WHAT (which activities), WHERE (in which locations) to enable organizations and donors to improve the targeting of beneficiaries to ensure that humanitarian, development and peace-focused needs are met.
The MIMU Myanmar 3W was established in 2008 after Cyclone Nargis and has since been expanded to reflect humanitarian and development activities undertaken by agencies in all States and Regions of Myanmar.
Agencies share information on their planned, ongoing and recently completed activities every six months using sector and sub-sector definitions created by the various technical/sector working groups active in Myanmar. The 3W data is made publicly available and shows the planned, ongoing and recently completed projects, while the maps and tables record only projects that are under implementation at the time of information collection. Agencies can determine the level of detail of their 3W records which are restricted (not made public), for example, the village name could be restricted for planned projects for which final permissions are pending.

How your organisation can participate
The Myanmar 3W is updated every six months with inputs from organizations and agencies operating across Myanmar. Inputs are provided in March for the April 3W, and in September for the October 3W. Organizations can participate by completing the MIMU 3W Data Entry Form. - Please note: if you miss the last call for input, you can still provide information on your activities – these will be added to the online 3W but not included in the MIMU 3W maps and tables which are widely disseminated.
The data requested for the 3W is as follows:
- WHO describes the Organization or Agency name and type. The 3W includes UN, International and National NGOs, Community-Based Organizations, the Red Cross and Red Crescent Societies, and also Donors and Embassies which are directly implementing field-based activities in Myanmar.
- WHAT describes the planned, ongoing or completed activities according to sector and sub-sector definitions that have been developed by cluster and sector/thematic working groups. Agencies provide their project name, sector/sub-sector, and start and end dates.
- WHERE describes the geographic locations of activities at State, Township, Village Tract and Village level. The MIMU products include maps to Village Tract level; more detailed information can be obtained from the MIMU on request. The Myanmar 3W is linked to Place codes (P-codes) which identify over 67,000 settlements across the country and allow mapping of the 3W information. - The 3W Data Entry Forms by region and Guidelines on data entry for the 3W can be downloaded through the links below.

Current 3W – August 2020
Among the 213 agencies reporting to this round of the MIMU 3W, over 80 organizations are implementing projects in Yangon, Rakhine and Kayin which have the largest concentration of agencies. They are followed by Shan (North), Kachin, Mon, Shan (South), Mandalay, Bago (East) and Ayeyarwady (60 to 78 agencies), Kayah, Magway, Sagaing, Tanintharyi and Chin (40 to 55 agencies). The lowest agency presence is in Shan (East), Nay Pyi Taw and Bago (West) with lower populations.
