The humanitarian situation in Myanmar is characterized by a complex combination of challenges around displacement, migration, vulnerability to natural disasters, protection and human rights, food insecurity, and chronic poverty. These factors contribute to Myanmar ranking as the most at-risk country in Asia-Pacific, and the sixth globally using OCHA’s Global Focus Model (2012).

Myanmar is vulnerable to a wide range of natural disasters. While the country’s coastal regions are particularly exposed to cyclones, tropical storms and tsunamis, rainfall-induced flooding is a recurring phenomenon across many parts of the country.  Myanmar is also at risk from earthquakes, droughts and fires, while the risk of landslides is also present in the country’s mountainous regions. The most devastating natural disaster in the country’s history - Cyclone Nargis which struck in May 2008 – highlighted the extremely high vulnerability of communities to natural hazards, and the need for coordinated and effective support to disaster‐preparedness and response efforts.

Years of conflict and unresolved ethnic differences have contributed to the internal displacement of an estimated 211,600 internally displaced persons in camps as well as an exodus into neighboring countries. Affected populations are confronted with numerous protection concerns with no or limited access to basic services and employment.
