Interagency (UN & IFIs) Social Protection Group, Myanmar

UN/IFIs are supporting national social protection systems in Myanmar to expand its coverage and improve its efficiency and effectiveness. The ILO and UNICEF supported government of Myanmar in the development of the National Social Protection Strategic Plan (NSPSP) in 2014. On SP coordination, UNICEF is the facilitator of the main social protection coordination platform in the country (the Social Protection sub-Sector Coordination Group). UNICEF also supported in development of the Costed Social Protection Sector Plan (CSPSP) for five years in 2018 and also policy and programmatic options paper along with a roadmap for Shock Responsive Social Protection in Myanmar, with participation of the FAO, ILO and WFP in 2019. Likewise, ILO supported government in development and further operationalization of new Social Security Law (SSL) launched in 2012.   

At a programme level, UN/IFIs play a vital role as well. For example, UNICEF, UNOPS/LIFT, WFP, World Bank has supported roll-out of the key flagship NSPSP programmes such as Maternal and Child Cash Transfers, Social Pension, School Feeding and Child Protection Case Management etc.

In support of the humanitarian response, a Cash Working Group (CWG) is linked the Inter-Cluster Coordination Group, bringing together cash programming experts from UN agencies, funds and programmes, NGOs and the Red Cross Movement. The Interagency Social Protection Group coordinates closely with the CWG as part of broader efforts to strengthen links between humanitarian and development tools and resources.

Social Protection Response to COVID-19

The COVID-19 provides an opportunity for UN/IFIs to support sustainable expansion of the existing national social protection systems, operationalization of the key priorities outlined in national policy frameworks, and its key principles of universality, life cycle approach and integrated social protection systems, ensuring synergies and integration across both contributory and non-contributory programmes. The UN/IFIs will leverage their existing engagement in social protection system, specific experience and expertise in related and cross cutting areas like disability, gender equality, migration and other areas as needed to support the immediate, medium- and long-term response.
