Emergency Cash Transfer Programme Tools for Humanitarian Actors

This site is a product of Financial Service Provider (FSP) Mapping Project, a part of a Regional Project of a Consortium of 5 UN agencies and NGOs, undertaken from December 2020 to March 2021 and funded by ECHO.  It aims to provide simple information tools for Cash Transfer Programme (CTP) Actors to identify the most capable Financial Service Provider and efficiently implement their programmes.  The INFO tools are: 2 FSP datasets; 3 Standard Operating Procedures (SOP) templates by delivery mechanism; and 19 FSP profiles.

FSP Datasets

Township-level FSP Dataset: List of FSPs' number of cash-out service locations, Internally Displaced Person (IDP) sites, shocks (natural disasters, conflicts) at township level.

FSP Dataset: List of 19 FSPs with 5 groups of 30 indicators to assess FSPs' CTP capacity. 5 groups of indicators are FSP presence/geographical coverage, available money transfer services, operational capabilities, legal status/requirements, and financial health.

CTP Standard Operating Procedure (SOP) Templates

3 SOP (Standard Operating Procedure) templates by types of delivery mechanism, namely Cash in envelope (physical cash delivery), over the counter (OTC) and mobile money (e-wallet). The SOP templates serve as general sample and/or check list with step-by-step procedures and responsible parties specified at each step to support prompt implementation of cash transfer operations in emergencies.
