Shelter / NFI / CCCM Cluster

In Myanmar, the Cluster Approach is used to coordinate assistance for people displaced by violence and conflict in Shelter, Non-Food Items, Health, Camp Management and Camp Coordination (CCCM), as well as Water, Sanitation and Hygiene Promotion (WASH). Other areas of humanitarian assistance are coordinated through alternative mechanisms.

UNHCR leads the Shelter/NFI/CCCM Cluster supporting coordination of these activities in Rakhine and Kachin States, working together with Cluster partners to provide persons affected by violence and conflict with safe, dignified and appropriate living conditions, as well as access to essential services while seeking durable solutions. Key activities of this Cluster include
(1) Provision of up-to-date information on assistance required and provided;
(2) Technical expertise and lessons learned;
(3) Agreed standards and common strategies;
(4) Information on available funding;
(5) Advice on how to connect current programmes to early recovery, contingency planning and risk reduction,
(6) Advocacy on behalf of the shelter/NFI and CCCM sector.

Key components of the Shelter/NFI/CCCM Cluster are the Cluster coordination team in Yangon, Rakhine and Kachin states providing coordination, information management and technical support; National and regional Cluster meetings which are open to all interested humanitarian actors; a small Strategic Advisory Group providing strategic direction; and Technical Working Groups focused on specific issues such as shelter design, technical specifications, land issues, and reconstruction planning.
