ကုလသမဂ္ဂနှင့် မြန်မာနိုင်ငံရှိ မိတ်ဖက်များအနေဖြင့် လိင်ပိုင်းဆိုင်ရာ အမြတ်ထုတ်မှုနှင့် အကြမ်းဖက် စော်ကားမှုအပေါ် လုံးဝ သည်းမခံသော မူဝါဒ လက်ကိုင်ထားရှိသည်။ မည်သည့်အခြေအနေတွင် မဆို အာဏာရှိသူ တစ်ဉီးဉီးမှ အခြေအနေတစ်ရပ်ရပ်အောက်တွင် ၎င်းတို့၏ အခွင့်အာဏာကို အထူးသဖြင့် အထိခိုက်လွယ်ဆုံးသူများအပေါ် အလွဲသုံးစားပြုရန် ကြံစည်လုပ်ဆောင်မှုအား မည်သည့်အာဏာပိုင်မှမဆို လက်ခံနိုင်ဖွယ်မရှိပါ။ လိင်ပိုင်းဆိုင်ရာ ခေါင်းပုံဖြတ်အမြတ်ထုတ်မှုနှင့်အကြမ်းဖက်စော်ကားမှုမှ အကာအကွယ်ပေးရန် (PSEA) ကွန်ယက်ကို လုပ်ငန်းလည်ပတ်မှုများ လုပ်ဆောင်ရန်အတွက် မြန်မာနိုင်ငံတွင် တည်ထောင်ခဲ့သည်။ PSEA မူဝါဒများကို အကောင်အထည်ဖော်ရန် ကွန်ယက်သည် ပုံမှန်တွေ့ဆုံပြီး ၎င်းလုပ်ငန်းဆောင်ရွက်နေသော အဖွဲ့အစည်းများအား ပံ့ပိုးပေးသည်။
