The humanitarian situation in Myanmar is marked by a complex array of challenges, including displacement, migration, vulnerability to natural disasters, protection and human rights issues, food insecurity, and chronic poverty. These factors have led to Myanmar being ranked as the 2nd  most at-risk country in the Asia-Pacific region with very high risk for hazards and exposure, according to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) Regional Focus Model (2021).

Myanmar is susceptible to a diverse range of natural disasters. The country's coastal regions are especially vulnerable to cyclones, tropical storms, and tsunamis, while rainfall-induced flooding is a recurring problem in various parts of the country. Moreover, Myanmar faces risks from earthquakes, droughts, and fires, and landslides are also a concern in the mountainous regions. The most devastating natural disaster in the country's history, Cyclone Nargis, which struck in May 2008, underscored the extreme vulnerability of communities to natural hazards and emphasized the need for coordinated and effective support for disaster preparedness and response efforts.

Prolonged conflict and unresolved ethnic differences have led to the internal displacement of an estimated 1.8M internally displaced persons (IDPs) within Myanmar as of 10 April 2023, including 1.47M people newly displaced  since 1 February 2021. Affected populations face numerous protection concerns, with little or no access to basic services and employment opportunities.
